This past Wednesday January 7, I was privileged to take part in the promotional swearing-in of eight officers of the Manchester Police Department. On a day wrought with sleet and freezing rain, a large crowd of family and friends made their way to MPAL/Michael Briggs Community Center to be a part of this special ceremony. Manchester is honored to have a police force with such skill, integrity and professionalism, and the men who were honored on Wednesday embodied those traits. The Manchester Police Department, under the leadership of Chief David Mara, has set the example for professionalism, courage and camaraderie in New Hampshire and branching further out into New England. The Manchester Police Department has made themselves a pillar in the community both on law enforcement and community involvement. They have brought back methods of community policing, allowing officers to integrate into the individual neighborhoods of the city and become more familiar with the families and citizen's they protect. They have also shown proven leadership in the community, with events like Footrace for the Fallen and the sponsorship of athletic activities. The men and women of the Manchester Police Department have shown time and time again that they are passionate about their work, and the citizen's that they are sworn to protect. As citizen's of Manchester, we ought to be proud of their service and their sacrifice in the name of our safety, and we should thank them for that service whenever we have the opportunity. The eight officers that were honored with promotions on Wednesday have proven they are leaders among their brethren. They protect and serve the citizen's of Manchester with distinction, professionalism and skill. Each one of them should be very proud of their achievements and I am extremely proud to work with them to ensure Manchester continues to flourish.

As we move into 2009, I would like to wish everyone a Happy New Year! While the country as a whole hopes that 2009 will be a better year than its predecessor, I believe that Manchester still has much to be thankful for as we look forward to the year ahead. Throughout the past year, we have witnessed an economic downturn that has affected each and every one of us, from the shaky auto industry to the murky situation on Wall Street. However, here in Manchester we continue to see positive growth in our city that will carry on through 2009. While markets across the country felt the ups and downs of this past year, here in Manchester we have once again proven ourselves of resilient stock. We have weathered the storms, both literally and figuratively, and have come into this new year with a sense of excitement and assurance for the year ahead. I am confident that Manchester will continue to thrive in 2009, and am looking forward to tackling the challenges that await us. I am excited for the prospect of what awaits in 2009, and hope that you are as well. As we have seen in the past, when we come together as a community, we can achieve and succeed and better our city. I once again wish you a Happy New Year and look forward to continuing to serve as your mayor throughout this year, and perhaps into the future.

Written by:Mayor Guinta 12/22/2008 12:02 PM Amid two large snow falls and a historic ice storm to mark the beginning of winter in the Queen City, Manchester is still alive with holiday cheer as we head into the week of Christmas and Hanukkah. Store fronts are aglow, children are hushed with anticipation and families are coming together to celebrate the holidays. The Christmas season is one of my favorite times of the year, and I am greatly looking forward to spending time with friends and family. I would like to wish everyone a Merry Christmas and Happy Hanukkah, and hope each and everyone is able to spend time this season with loved ones. Also, please join me in thanking our men and women in uniform, and wishing them a wonderful holiday wherever they may be. These men and women sacrifice on our behalf, and in many cases are not afforded Christmas with their families. Keep them in your minds this Holiday Season. Merry Christmas and Happy Hanukkah!Frank C. Written by:Mayor Guinta 12/15/2008 11:02 AM As New Hampshire continues the clean up effort following Thursday's devastating ice storm, which has left many families without electricity through the weekend, I would like to begin by offering great thanks to all those who are working diligently to restore power to residents. With hundreds of thousands of houses losing power over the course of the storm, repair crews have been working tirelessly around the clock in an effort to restore power to every home. While many homes still do not have power, I ask that those people remain patient and continue to stay warm and stay safe. Through the course of the storm and its aftermath, we have once again witnessed the strength of our community. Organizations and private citizens have come together and opened their doors to families and friends affected by the outages. A hot shower and a warm place to spend an afternoon can greatly brighten the spirits of a family in need. Our community has responded with great caring and hard work, to assist those without heat, and to help in every possible way those affected by the widespread outages. If you know people who still continue to suffer loss of power, especially those who may be elderly or at risk, please offer them help and check on them and their home from time to time to ensure their safety. As local work crews continue to work to button up those areas still affected by power outages, we are asking that those still without power seek out warmth until their electricity is indeed restored. Crews have been working around the clock, and with any luck will have the last of those areas up and running soon. If you currently have power, please do all that you can for those you know that are without. For those who have not had heat or hot water for days, a simple gesture of offering to host dinner, or allowing a family hot showers, can fuel the mind, body and soul, and help to ease ones mind. Once again, the overwhelming spirit of our community has risen up in the face of natural disaster, and you should be proud of the generosity shared between yourselves and your neighbors.

Dec8 Written by:Mayor Guinta 12/8/2008 9:26 AM On Tuesday, December 9th at 6:30pm, the City of Manchester Digital Television Taskforce will be hosting a town hall style meeting at the Carol Rines Center, located at 1528 Elm Street. The purpose of this meeting will be to discuss the upcoming digital television switch taking place in February of 2009. Representatives from the City of Manchester's Digital Television Taskforce will be on hand, as well as WMUR and Comcast, to discuss the transition phase and answer any questions that the public might have. On February 17thof next year, television stations will begin to broadcast exclusively in digital. If you currently are a cable subscriber then you are already prepared for the switch, but if you still receive your television signals through a traditional antenna, or “rabbit ears”, then you will have to take steps to prepare for the switch to digital. This meeting will help to instruct you on the proper and easiest way to transition from your existing analog television setup, to the new required digital system. Our taskforce has been diligent in their efforts to make the switch as seamless as possible, but we still have several concerns. The most important of these involves getting information about the transition to the elderly community and to families where English is a second language. These groups may have limited access to information that is already being presented on the digital switch. As a community, we need to reach out to those who may not have heard about the switch, or are confused about how it may impact their ability to receive television signals. It is important for the City of Manchester's Digital Television Taskforce to hear first hand your questions and concerns about the digital television transition taking place in February of 2009. We all have parents, grandparents, relatives and friends who may be unaware that the switch is taking place, or have questions and concerns about what they need to do to be prepared. My goal is that, come next February, all of our citizens are able to make a seamless transition from analog to digital cable, and continue to view their programming without interruption. I welcome and encourage you to come take part in Tuesday's meeting, and help make the digital television transition a flawless success in Manchester.
